In WC3 interfaces are based on the race the player choose/was chosen to be. These each have unique art which can be overwritten using imports. As such if you replace all human UI assets with NE UI assets they will look NE even when playing as human. Obviously this is a global modification so all Humans will look like NE players afterwards. Notifications can be replaced in the same way.

In SC2 the UI system is a lot more flexible and you could probably do the swap with a few trigger calls. One of the many improvements that were made.

Basically your stuck with a choice of four preset interfaces in WC3. Yeah SC2 did that better with those many improvements... They however lacked in several area's and forgot to add what made WC3 epic. Readability and the simple ability to do anything you want without spending days on. Too bad... otherwise I would of called it a superior game. More power yet less power if the path to learning it is so vast.

In single player custom UI elements can be deployed by having floating unit models positioned in-front of the player camera. In multiplayer this probably does not work too well as getting camera position and orientation require synchronization. This also does not affect the standard UI in any way.
