Theres your counter spell if you want it, It will deal (level of Counter X 20) with this trigger and you can change the special effect if you want, same with the % to counter

put the spells in the spellbook and make a trigger that disables the spellbok for all players
give the spellbook to the units who need the spells and make a describing dummy abillity
