You need to make sure that the random point is different from previously generated random points since by definition there is a chance it can be the same (no mater how unlikely it is).
The best is to simply break the rect down into points in a grid, circle or any other shape. That way you can be completely certain that each unit has a unique point with a certain distance from other points. For randomness simply rotate or distort it slightly.
