You can easily calculate:
Effective Hp for Evasion
Damage per Second
Effective Attack Speed
Damage per Second with Critical Strike
Damage/Attack with Critical Strike
Hit Point Regeneration Rate
Mana Regeneration Rate

Kwah: Tool is functional, and fulfills it's purpose. A tad simple, but I'll assume some people have a use for it.
I tested it works good, i have vista at the moment, i also have win xp installed on a vm on this comp so i can test that os also soon.
i think for the hp evasion one it gave me a pretty high hp number like 3Kish but i think i was only factoring in 5% evasion for that test could be why. Other than that seems fully functional :)
There are some minor things, like under info, Change Log, you can edit it, the image is a little cut off and off course a custom icon can never hurt either. But those are all just minor things. The program is quite useful, offers lots of things
Didn't really find any suggestions currently, but will update if I find any.
Also providing the tool for seperate .NET versions isn't needed, just do it in the one you code in.
It's really not a problem, if they don't have it, they should download it, I don't see why you should keep back the latest version, we're here to go to the future, not stay behind.
Maybe just change the line: "If program don't work you probably need .NET 4.0"
