A simple app that'd check every 30 seconds or so for new stuff for you:
-A new post on sub. thread.
-New PM/VMs
-Friend/Contact requests
-(Selectable) New (approved) resource
-(Selectable) New DC resource

By notification tray I mean the bottom right corner in windows. It'd show a simple box in the bottom right corner, like:
attachment.php

Settings would open the settings for the program, like:
Check interval: 30/60/120 s
Username: SomeGuy
Password: *****

It'd still open it to a web browser.

I think it'd be better to have user cp outside of browser in the notification tray area, so you could quickly respond to stuff.

It's clumsy to have whole internet browser open for few links, if even that.

For what language?

I could start learning it :)

This sounds really nice.

I remember thinking about something like this a while ago.
Never said anything. Must of slipped my mind lolz.

But having notifications for activity that you want to follow instead of having to refresh is really convenient for those that would like to concentrate on other things while keeping up to date without much effort.
