Paint Shop Pro 7 all the way, with interludes from Milkshape 3D for the 3d bits.

Like I said, PSP all the way. The "grass" and sand are just coloured noise that's been jiggled a little and made into a repeatable tile.

i don't like the grass in the last few. . .the texture doesn't really look like grass. . .more like I don't know. . .not grass?

I'm afraid the "grass" is the best I can do... It seems to fit the style, and it does imply foliage, so I'm going to stick with it.
