1) You are not suppose to upload incomplete work.
2) You are not suppose to delete and re-upload map. We have update function.

Deleting maps are useless as the data remains. Please be a considerate user by using the "Update" button at the upper right of your map thread to update your map description and to upload (Overwrite) your old map.
Map in different version or have it's name changed are still the same map. Re-uploading a map is just wasting the valuable space of this site. Thus, use update button and thank you for your cooperation.
