Don't think so...

I suggest using a dummy unit...

(if you know dota.. remember the invokers EMP... they just scale a dummy unit)

You can't scale them. Create several special effects on one location or modify model.

You can 'scale' them like DarkAngelAzazel said. Simply make a dummy unit (no model) with the size that'll give you the right special effect size, create it when the special effect should appear, attach the special effect on it, and you got a 'scaled' special effect.
