There is no GUI function for it. Maybe it's jass boolean? Or it's undetectable. What for dp you need this?

In jass the returnvalue of IssueImmediateOrder (and other orders) return a boolean. I haven't tested it yet, but I guess it returns false if the unit doesn't have the ability or the ability is on cooldown?

A downside would be that if it's not on cooldown, the ability is then cast :p

depends on how many abilities you have, and if resets are possible, but you could start a timer every time the ability is cast and check if it reached 0 already
