I actually did some SQL queries to fix this. everything between 1-10 would get a 1 infraction and everything > 10 = 2.
EDIT: I just checked again. I may have been doing it wrong, it should work now though..

Ah crud, that means that even thought it says he is, TDB's unbanned. Can't we make an exception for him?
