I have taken the liberty of going through and making some changes to Wolverabid's old reputation thread and I'm just going to post up a new thread here. Feel free to ask questions about the system here.
A person's standing in the community based on the opinions of others by using reputation awards.

About User Reputations
User Reputation in its simplest form is a ranking of your user's benefit to your forum. Its basis comes from the opinions of all of your forum users that choose take part in it.
Users gain and lose reputation based on how their posts are scored by other forum participants. Users with the ability to affect reputation, will either give or take aways points by approving or disapproving with a post's content.
Reputation Use
All users may participate in the vBulletin reputation award system.
Users must possess ten reputation points and ten posts in order to add positive reputation points to others.
Users may not add reputation awards or comments to their own profiles.
A list of the reputation awards users have received is maintained in public profile pages.
The 10 most recent awards are displayed, though a user can see more awards in their private User Control Panel.
Award comments will be displayed to users only if the viewing user has permission to view the forum in which the specific reputation was awarded.
Only administrators, forum moderators and respected users may impose negative reputation penalties.
You may award users reputation in the resource sections.
The reputation system may not be used in the chat room.
Reputation may not be awarded in the Off-Topic, Introductions, and Something Else forums (except for moderator-imposed penalties).
Adding to a user's reputation is accomplished by:
Select the Add to User's Reputation button on forum posts:
Enter a comment in the pop-up window. vBulletin codes are accepted.
Press the Add to Reputation button to confirm the award.
Reputation Power determines the number of reputation points added to other users:
For every 200 reputation points a user possesses, he or she adds one point to their reputation power.
For every 2500 posts a user possesses, he or she adds one point to their reputation power.
Administrators may set other reputation power modifiers.
Reputation Spread Factor must be matched before adding reputation to the same user for a second time:
Five other unique users must be awarded before one can add reputation to any user again.
Users may only give 10 reputation awards per day.
Reputation Levels
This table displays some of the reputation level descriptions and minimum reputation required for a user to be so categorized. The descriptions pop up when a users' reputation award icons are moused-over in their forum information panels and profile page.

Reputation Gain And Loss
Reputation may be gained by:
Helping others: Most people will be grateful if someone helps answer an important question, completes a request or provides relevant input on their project.
Helping The Hive Workshop: Administrators and Moderators will often reward users who make substantial contributions to the site's content, appearance or functionality.
Participation in contests: Major arena contest victors always receive generous reputation prizes. Mini-Contests also provide (lesser) awards.
Contributing resources: Resource authors who upload maps, models etc. may often receive reputation awards from consumers who use them.
Reputation may be lost by:
Violating Hive Workshop site rules, including but not limited to:
Posting spam.
Acting hostile or unfriendly toward other members.
Uploading resources that violate any section's requirements.
Failure to cooperate with administrators or moderators.
Advertising for Reputation: Requesting / offering reputation in any way is strictly prohibited. Doing so may result in negative reputation punishments. Reputation awards in official contests are allowed.
Reputation Adjustments:
Under certain circumstances a user's reputation level may be adjusted by administrators:

Contest WIPs: Contest victors will receive substantial reputation rewards. Conservatism is recommended during the contest WIP (Work In Progress) phase.

Isn't that a contradiction? Sure enough, you're still taking part in the reputation system, but it's not worth anything unless you have above 10 rep.
So yes, in a sense, you are still contributing something, but you're contributing something that's worthless and nobody cares about... Thus, you're not really participating in the system because you're doing something that isn't mainstream and doesn't have an effect on anybody.
I think what he means by using reputation is that in the past, members would type a message which would say something along the lines of, "Look Here! "Insert link here" I'll give you rep!". And it is true, reputation cannot be given or taken in the chat room itself.
Ash, Everyone can use the system. When you receive rep, who cares if it's worth something? Just knowing that you helped a new member and that they appreciate it should be reward enough.

Ash, Everyone can use the system. When you receive rep, who cares if it's worth something? Just knowing that you helped a new member and that they appreciate it should be reward enough.
Lol, Ash, I AM a terrainer, and I still don't mind. There are plenty of good terrainers that do not have a lot of reputation.
Stallion, Ralle probably has it disabled. Ghan, if you want to enable it, I believe it's under vBulletin options, then scroll down the list until you see "Reputation Options", then the rest is up to you.

I agree. Because you can help, but many of the people that need the help cannot give any reputation anyhow. Many of the people who can give reputation are often veteran users, and don't really need help.
Ash, I may not be amazing, but I'm not horrible. I also haven't terrained in 5 months due to a Hard Drive crash and other issues.
Galleries don't gurantee you rep. Look at Correxx, he was a great terrainer, he has a gallery, but only around 60-70 rep.
Anyway, this is getting off-topic.
