We really haven't been building anything up in iraq and its just like in a warcraft 3 game, you cant spend time to completely kill an enemy, just cripple them by destroying there town hall ie Saddam Hussein, and leave to go manage our own things. By staying we'd waste gold and lumber, ie millions of dollars, to manufacture units, send troops, while we wouldn't be focus on the other players, Chin, and Russia. So taking out Saddam and leaving is what we need to do and that only.

I think it's closer to the stage where you've destroyed their Castle and are pissing them off by building over all the gold mines and hell, building new shit in their base, while their little peasants fail to build another town hall.
