Is there somewhere some table to see to Which 10 user I gave the last 10 reputation points?

No. Ask Ralle to implement something like that if you really need it.

It's included in vB, but Ralle disabled it. WC3C has this, and they're using vB as well.

I tried to find "more awards in user control panel" but I still dont get it. WHERE it is?

This is totaly idiot-proof system, I still dont remember where did I get my first 10rep points from. There are not in that list, If you count all in that list, you will get zero points
