How can I import customs with out TFT?

I want no how to get TFT for free or how to get customs on ROC with out TFT. Does anyone know how to?

1) You can't legally get TFT for free unless you get it off a friend, and illegal matters can't be talked about here, sooo you're better off buying TFT.

2) You can't import things on RoC, so that's a big roadblock.

Just go out and buy TFT. It's not that expensive.
